What whaling changed, why whales matter, and what protection must look like now

Whale conservation is not only about protecting a group of remarkable animals. It is also about repairing marine ecosystems that industrial whaling altered, and reducing the newer pressures that continue to injure and kill whales today.

The history is severe. A NOAA Fisheries estimate found that industrial whaling killed nearly three million large whales between 1900 and 1999. The figure is an estimate rather than a perfect count, partly because some countries concealed or under-reported catches. Even with that qualification, the scale is clear. The largest animals in the ocean were removed in enormous numbers across much of the world.

How commercial whaling changed the ocean

Whaling existed for centuries, but industrial technology changed its reach. Steam-powered ships, factory vessels and explosive harpoons allowed fleets to follow whales farther from shore and process carcasses at sea. As one population became scarce, fleets moved on to another species or region.

The International Whaling Commission was created to manage whaling, but protection gradually became central to its work. In 1982, the Commission agreed to pause commercial whaling on all whale species and populations from the 1985–86 season onwards. The decision is commonly called the commercial whaling moratorium, and it remains in place.

The moratorium is not the same as a universal ban. Norway lodged a formal objection and continues commercial whaling under that objection. Iceland rejoined the IWC with a reservation to the moratorium and has also conducted commercial whaling. Japan left the Commission in 2019 and began catching whales commercially in the same year. These distinctions matter because the legal position depends on the country, the type of whaling and the relevant international agreement.

The IWC also separates commercial whaling from aboriginal subsistence whaling and special-permit catches. Treating every category as identical makes a complicated subject harder to understand. The simple answer to “is whaling still legal?” is yes, in limited and contested circumstances. The commercial moratorium remains the central international protection, but enforcement is not universal.

Why are whales important to the ocean?

Whales influence ocean life in several ways. They are predators, prey, competitors and long-distance movers of nutrients. Their bodies also become habitat after death.

Some whales feed at depth and release nutrients near the surface. In sunlit water, those nutrients can support phytoplankton and other primary producers. A field study in the Gulf of Maine found that marine mammals can enhance primary productivity by concentrating nitrogen near the surface through faecal plumes. Researchers call this process the “whale pump”. The result is regional and depends on species, population size, diet and ocean conditions. It is evidence of an ecological role, not a claim that whales control the global climate.

The distinction is important. The ocean produces roughly half of the oxygen generated on Earth, with most of that production coming from plankton and other microscopic photosynthetic organisms. Whales do not produce that oxygen. Their nutrient recycling may support productivity in places where whales occur, but the stronger and more accurate point is that whales help shape the systems on which marine food webs depend.

When a whale dies and sinks, the carcass can form a “whale fall”. In the deep sea, where food is scarce, a whale fall creates a concentrated source of energy and nutrients. Research has documented a succession of microbial and animal communities around these carcasses. A whale therefore remains part of the ocean’s ecology after death, even though the scale and duration of each whale fall vary.

Recovery is possible, but it is not automatic

The moratorium produced real conservation gains. The IWC describes encouraging recovery in many populations affected by industrial whaling, while also stressing that recovery is uneven. Humpback whales provide one of the clearest examples. NOAA Fisheries says the moratorium played a major role in the recovery of several humpback populations, although some distinct populations remain threatened or endangered.

Other populations remain in serious trouble. North Atlantic right whales were hunted close to extinction and have never returned to their pre-whaling numbers. NOAA’s current assessment puts the population at approximately 380 whales. The estimate is specific to this population, not to whales as a whole, but it shows why a broad success story can never replace species- and population-level monitoring.

The threats whales face now

Whaling caused the historical collapse. In the 21st century, many whale populations face a wider mix of pressures.

  • Fishing gear entanglement: Rope and gear can cut into a whale’s body, restrict movement, prevent feeding and cause infection. NOAA Fisheries identifies entanglement as a primary cause of human-caused mortality in many whale species.
  • Vessel strikes: Shipping lanes and whale habitat often overlap. A collision can cause fatal internal injuries or propeller wounds, with the risk rising as vessel speed increases.
  • Changing prey and habitats: Warming seas can shift the location and availability of prey. Whales may then spend more time in areas with less protection from ships and fishing gear.
  • Ocean noise: Shipping, construction and energy development can interfere with communication, navigation, feeding and mating.

The balance of these threats differs by species and region. A population that has benefited from protection against hunting can still decline if fishing, shipping and climate pressures grow faster than the population can recover.

What effective whale conservation looks like

Protecting whales requires action in the water, not only on paper.

First, governments need to maintain the commercial whaling moratorium and improve transparency around catches. International rules work best when catch data are reported accurately and countries are held accountable for the commitments they accept.

Second, fisheries and shipping need practical measures that reduce mortality. Better fishing gear, rapid response to entanglements, seasonal closures, vessel-speed limits and changes to shipping routes can all reduce risk when they are designed around the behaviour and movements of the affected population.

Third, conservation plans need to protect feeding grounds, breeding areas and migration routes. Those plans must account for changing ocean conditions rather than treating habitat as fixed on a map.

Finally, public attention still matters, but it should lead to informed choices. Responsible whale watching should follow local guidance, keep vessels at safe distances and avoid turning an animal into a spectacle. Supporting credible conservation organisations, reducing demand for wildlife products and backing policies that protect marine habitat are more useful than treating whale conservation as a seasonal campaign.

The story of whaling is often told as a victory that ended in 1986. The more accurate story is unfinished. International cooperation stopped much of the industrial hunt, and some whale populations responded. Others remain depleted, while living whales now face a busy, noisy and warming ocean.

Whales are not symbols separate from the sea around them. They are part of its food webs, nutrient cycles and deep-water communities. Protecting them means giving those systems room to function again.

Conclusion

Whaling history is often told as a victory that ended in 1986. The more accurate story is unfinished. International cooperation stopped much of the industrial hunt, and some whale populations responded. Others remain depleted, while living whales now face a busy, noisy and warming ocean.

Understanding why whales matter means looking beyond their size. Whales help shape food webs, nutrient cycles and deep-water communities. The whale pump can support productivity in the regions where whales feed, while a whale fall can create habitat on the seafloor. These roles make whale conservation part of ocean conservation.

Effective protection must continue beyond the commercial whaling moratorium. It must reduce entanglement and vessel strikes, protect feeding and breeding grounds, limit disruptive ocean noise and respond to changing prey. The future of whales will depend on consistent action, accurate science and international cooperation.
